WhatsApp Business Template Rejected: Why & How to Appeal
A rejected WhatsApp Business message template is almost always faster to fix than to fight. This guide explains the seven most common rejection reasons, the correct fix for each, and the rare cases where a calm appeal is the right move.

Only file an appeal when the rejection reason is unclear, when the template was previously approved, or when you have strong evidence that the rejection was a mistake.
The seven rejection reasons that cover ~90% of cases
- Wrong category. Promotional content submitted under Utility or Authentication. Fix: re-submit under Marketing, with opt-in evidence for the audience.
- Vague placeholders. Templates like
Hi {{1}}, your {{2}} is {{3}}.with no real context. Fix: rewrite so every variable has clear surrounding context, e.g.Hi {{1}}, your order #{{2}} has shipped via {{3}}. - URL shorteners. bit.ly, t.co, lnkd.in, tinyurl. Use a full branded domain (yourbrand.com) so reviewers can verify the destination.
- Promotional content inside an Authentication template. OTP templates that include "Shop now" or "Get 20% off" will be rejected. Authentication templates must contain only the code and necessary security guidance.
- Missing or weak opt-in. Marketing templates can be rejected when the BSP / account does not have documented opt-in for the audience. Add opt-in evidence in your appeal.
- Disallowed content. Gambling, adult, weapons, regulated financial services, counterfeit goods, or anything under the WhatsApp Commerce Policy. These cannot be appealed.
- Misleading sender identity. Pretending to be a different brand, government agency, or a person. Fix: align the template language with the verified business profile.
The correct order of operations
- Read the exact rejection reason in WhatsApp Manager.
- Rewrite the template content (do not just rename it).
- Pick the matching category honestly.
- Submit it under a new internal name. Do not edit-and-resubmit the rejected template more than once.
- If the rewrite is rejected again with the same reason, then file an appeal.
When a re-review appeal is the right move
- The template was approved before and the content has not changed.
- The rejection reason is vague (e.g. "policy violation") and you cannot reproduce the problem.
- You have opt-in records and message samples that directly answer the rejection reason.
- You believe the template was rejected by mistake because of a similar-looking pattern.

A single template rejection does not move your quality rating or your messaging limit. However, repeated rejections, especially of edited-but-not-meaningfully-changed templates, raise a flag on the account. If your number is also seeing user blocks, the combination can quickly drop you from High to Medium quality and reduce your messaging tier.
Where to submit the appeal
- WABA / Platform: open Meta Business Manager → WhatsApp Manager → Message Templates, find the rejected template, and use the in-line "Request review" button. If your BSP manages templates, send the appeal text to them.
- Cloud API self-served: the same flow in the Meta App Dashboard → WhatsApp → Message Templates.
- Business App (free mobile app): the Business App does not submit templates; this rejection does not apply.
What not to do
- Don’t change just the template name and resubmit identical content.
- Don’t silently switch the category to bypass the rejection.
- Don’t paste the rejected template under another WABA account — the policy is account-wide.
- Don’t hire a "guaranteed template approval" third party. Reviewers ignore them.

Why was my WhatsApp Business message template rejected?

Should I change the category from Marketing to Utility to get approved?
No. Mis-categorising a marketing message as Utility is the single fastest way to get the template rejected again and put your number at risk. Pick the category that matches the actual content.
Will a rejected template affect my account quality rating?
A single rejection is fine. Repeated rejections, or sending the same rejected template under another name, can hurt your quality rating and lead to messaging-limit reductions.
