The four kinds of restriction

  1. Messaging-limit restriction. The number can still send, but to fewer unique users per 24 hours (tier dropped from 100K to 10K, etc.). Most common.
  2. Outbound-marketing restriction. The number cannot send Marketing templates at all for a window, only Utility / Authentication. Comes from sustained user blocks on Marketing.
  3. Geographic / audience restriction. The number can still send, but not to certain countries or to users who have shown elevated reporting in the past.
  4. Template-class restriction. Specific templates remain approved but cannot be sent on this number while behaviour is under review.

How to identify which one you have

  • Check WhatsApp Manager → Phone Numbers → Status for the restriction text.
  • Read the email notification Meta sends to the business email tied to the WABA.
